Dr. Julie Viloria

Expertise

Experience: Julie has been in the development field for 40 years, and has worked for the World Bank Group for almost 30 years.  Prior to her international development work, she worked with the Philippine Government for over 10 years on infrastructure, health and social programs and managed housing and slum upgrading projects funded by the World Bank.  She has exceptional experience, having worked in more than 75 countries in all regions of the developing world.

  • As operational manager, and specialist, Julie has led and supported over 150 investment and development projects of the World Bank, ILO, and Government of the Philippines covering all sizes of urban and rural development projects in the sectors of infrastructure, housing, water supply and sanitation, slum upgrading, cultural heritage, health, non-formal education, agriculture and rural development, disaster management and work in conflict situations as well as poverty alleviation initiatives including local and regional economic development, women and youth livelihood and entrepreneurship programs. As Knowledge Management coordinator, Julie has led or been a core member of the following Thematic Groups in the World Bank and ILO: (i) Services to the Urban Poor, (ii) Community Driven Development and Empowerment, (iii) City-Municipal Urban Management, (iv) Local Economic Development, (v) Road Safety Task Force, (vi) Cultural Heritage & Creative Industries, (vii) Cooperatives and the Informal Economy,  (viii) Institutions and Governance; and (ix) Urban Labour Network. She has published several books and articles, produced and carried out training programs, materials and capacity building modules for slum upgrading, local economic development and employment, cooperatives and SME development, community driven development, and urban and peri urban agriculture.
  • Julie is active in community groups and is helping a number of NGOs in the US, Philippines, Pakistan, Sri Lanka, Yemen, Sierra Leone, Egypt, Lebanon, Jordan, Haiti and Gaza.  Over the last 5 years, to increase her understanding of Resilient Communities and Systems, Julie has involved herself in the Transition Towns and Permaculture movements which offer responses to issues such as economic instability, climate change, food and fuel shortage, and authentic democratization and local control.

Dr. Kulasiri Buddhakorala

Experience 

Kulasiri has over 20 years of experience in care and counseling, program planning and implementation in community health. With several years experience as a medical officer, then Assistant Chief Venerologist of the National STD/HIV Control Program in Sri Lanka, and President of the College of Venerologists, he has become a prominent international specialist in STD/HIV/AIDS issues, treatment and management. He has provided expert advice evaluation and program development in many countries, and consulted extensively for WHO, UNICEF and other international and bilateral agencies on health and disease control programs, and was a research fellow and guest researcher on HIV care at the Center for Disease Control, Atlanta, USA. He has run training programs and published 16 papers on community disease control. Kulasiri aspires to be an advocate of social change and justice, improve gender relations and build strong community ties in the field of public health.

Dr. Adrian Atkinson

Expertise

Experience

Adrian has led and worked on over 100 policy initiatives and projects in all major regions of the world, with foci on urban and regional environmental planning and management, local energy planning and management, environmental impact assessment, and local economic and community development.  He has worked with UNDP, the ILO and other UN agencies, the World Bank, ADB, IADB, the EC and EIB, a number of bilateral donor agencies and directly both for National and Local Governments. Adrian has authored and contributed to over 60 publications in these fields. Until 2008, he held the position of Professor in Planning at the Technical University, Berlin and has taught over 40 academic and training courses. His development work has included the production of a number of training guidelines, manuals and short course handbooks among others on local environmental and energy planning and management, employment in the informal economy and greening the built environment. Recent work has included advice on improving urban management of water, energy and food resources in the face of what is seen as a growing crisis in southern cities in this respect.

David Williams

Expertise

Experience 

David applies environmental management and social development expertise to the environment and basic services of human settlements.  From his early work as an architect and volunteer with community organizations in India, he has been motivated to work on policies and programs linking the issues of environment and human development. His experience ranges from the design of national and regional environmental policies to programs and investment projects with communities and local governments. He has worked both as an independent consultant, and for 25 years as a senior staff member of the World Bank, focussing mainly on policies, training, and leading over 50 investment projects in Asia and Africa. He has developed training materials for slum upgrading and environmental management and authored a book and several articles on urban and regional planning. He directed the World Bank/UNDP Metropolitan Environmental Improvement Program which worked with six megacities in Asia to develop innovative approaches to urban planning, environmental management and community development, and preparation of infrastructure investment projects. In recent years he has consulted on programs and projects in central Asia, southern Europe and Africa, including the management of cultural heritage, urban strategic planning, community facilitation, training and awareness-raising, industrial environmental management, and environmental and social impact assessment.

Rob Taylor

Rob’s passion is the growth and development of small and medium-sized enterprises.

In 1985, having started work in multi-national business Rob left to pursue his interests and set up his own company dedicated to the support and development of small business. Since then the company has achieved an outstanding reputation, having designed and developed over a hundred and fifty SME development programmes in the UK, Spain, France, Germany and Iceland and worked with over 11,000 SMEs. The company is currently negotiating the research and development of programmes in Kenya and Rwanda.

Rob is a well-recognised and respected expert in the field and takes an approach that is sensitive to the needs of smaller businesses, focussing on practical implementation rather than theory.

Approaches have included the use of Workshops and other events, one-on-one coaching and media -based approaches. In all cases they have provided a concrete translation of economic strategy into on-the-ground implementation with a targeted business cohort.

Target groups can include start-up businesses, as well as more developed businesses.

International Trade is a particular area of strength and Rob has made a particular contribution to UK Trade and Investment’s internationally recognised Passport to Export programme.

Andy Manriquez

Andy is a consultant, business developer, and proposal Program Manager (PM). He had over 40 years of technical and management experiences as a Practice Director, Program Manager, Project Manager, Environmental Manager, Facilities Manager, Test Evaluator, Cyber Security PM, Systems Engineer, and Systems Architect. He conducted CMMI Level 3 certification. He had extensive domain knowledge of the DoD 5000 series defense acquisition policy documents. His technical experience included research, development, test, and evaluation of military systems and family/systems-of-systems in the areas of facilities management, environmental remediation, electromagnetic survivability effects, electronic warfare, radar, EO/IR, and combating weapons of mass destruction. As a senior PM in the Department of Defense (DoD), he managed multi-million dollar contracts sponsored by the Office of the Director of Operational Test and Evaluation (DOT&E), Defense Threat Reduction Agency, Strategic Defense Initiative Organization, Defense Nuclear Agency, U.S. Naval Sea Systems Command, U.S. Army Laboratory Command, and Harry Diamond Laboratories. He managed over 21 DoD Major Range Test and Facility Base. He served in the 1st Special Forces for 3 years. He is a US citizen and has a Top Secret clearance. He has advanced degree in engineering and physics with considerable relevant experience in consulting or program management related to oversight, planning, administration, research, acquisition, and technology implementation.
